Md. Code Ann., State Gov't § 2-904

(a) The President and the Speaker jointly shall appoint a chair and a vice chair of the Committee.

(b) (1) The President shall appoint a chair of the Senate members of the Committee.

(2) The Speaker shall appoint a chair of the House members of the Committee.
