(a) (1) The Commission consists of 10 members.

(2) Of the 10 Commission members: (i) 5 shall be appointed by the Secretary of Veterans Affairs, with the approval of the Governor; and (ii) 5 shall be appointed by the Mayor of Baltimore City.
