Applicants referred from a layoff list shall be ranked as provided in the collective bargaining agreement or plan established under section 43A.18 , under which the layoff list was established. All other names in an applicant pool shall be ranked according to the veteran's preference provisions of section 43A.11, subdivision 7 . If any ties in rank remain, those names shall appear in alphabetical order.
