(a) Teachers shall be elected by the local boards of education upon the recommendation of the superintendent.

(b) No person otherwise qualified shall be denied the right to receive credentials from the State Board of Education, to receive training for the purpose of becoming a teacher, or to engage in practice teaching in any school on the grounds that the person is totally or partially blind; nor shall any local board of education refuse to employ the person on these grounds.
