The Governor, before granting written approval of any such contract, must find:

Compensation of Expert Retained to Assist in Reviewing Proposed Acquisition of Control. - Prior to granting written approval for a contract for the Commissioner of Insurance to retain an expert to assist in reviewing a proposed acquisition of control, the Governor must find that the estimated cost is reasonable as compared with the likely benefits or results.
