N.C. Gen. Stat. § 63-57

Powers specifically granted to counties

1945, c. 490, s. 10.

(a) The purposes of this Article are specifically declared to be county purposes as well as generally public, governmental and municipal.

(b) The powers herein granted to all municipalities are specifically declared to be granted to counties in this State, any other statute to the contrary notwithstanding.
