“Art project” means any works of art which are:
1. Selected through a public process; and
2. Displayed within the boundaries of an improvement district at a location which is:
(a) Accessible to the public; and
(b) On property:
(1) Owned by a governmental entity; or
(2) Over which a governmental entity has a permanent easement for public access.
