N.Y. Alco. Bev. Cont. Law § 114-a

* § 114-a. License or permit issuance and registration approval. No\nlicense or permit shall be issued and no registration approved pursuant\nto this chapter until such time as any check or draft submitted for\npayment of the required fee has been honored by the payor financial\ninstitution, provided, however, that this provision shall not apply in\nthe case of a certified check, bank officers' check or money order.\n * NB Effective until February 20, 2022\n * § 114-a. License or permit issuance and registration approval. 1.\nThe authority upon acceptance of any payment by an applicant for a\nlicense or permit issued under this chapter shall furnish such applicant\nwith a receipt within fifteen days indicating that the appropriate\nlicense or permit fee has been accepted and paid in full. Such receipt\nshall include the date of acceptance of such license or permit\napplication fee as well as an estimated length of time, based on an\ninitial review of the application for a license or permit, necessary for\nthe authority to review and process such application as required for the\napproval or denial of such license or permit. Such receipt shall include\na unique serial, certification or other identifying number to be\nassigned by the authority to the applicant for queries about such\nlicense or permit application status.\n 2. No license or permit shall be issued and no registration approved\npursuant to this chapter until such time as any check or draft submitted\nfor payment of the required fee has been honored by the payor financial\ninstitution, provided, however, that this provision shall not apply in\nthe case of a certified check, bank officers' check or money order.\n * NB Effective February 20, 2022\n
