* § 28. Task force on improving urban and rural consumer access to\nlocally produced, healthy foods. 1. There is hereby created the task\nforce on improving urban and rural consumer access to locally produced,\nhealthy foods. The task force is to be comprised of eleven members. Such\ntask force shall have one ex-officio chairperson, who shall be the\ncommissioner or his or her designee. Four members shall be appointed by\nthe governor, two members shall be appointed by the temporary president\nof the senate, two members shall be appointed by the speaker of the\nassembly, one member shall be appointed by the minority leader of the\nsenate and one member shall be appointed by the minority leader of the\nassembly. The appointed members of such task force shall be\nrepresentative of:\n (a) a farm engaged in growing crops, livestock or livestock products,\nas defined in section three hundred one of this chapter;\n (b) not-for-profit food access organizations dedicated to expanding\naccess of underserved, urban and rural communities to healthy, locally\nproduced food;\n (c) the grocery industry; and\n (d) economic development agencies serving county, New York state and\nNew York city government.\n Any vacancy on such task force shall be filled by the original\nappointing authority. Task force members shall receive no compensation\nfor their services but shall be reimbursed for actual and necessary\ntravel expenses incurred in the performance of their duties.\n 2. The mission of the task force is to identify strategies and\nopportunities to expand access for underserved, nutritionally deficient\nurban and rural communities to healthy, locally produced food in New\nYork state. The task force shall develop and identify new and innovative\nmethods to increase the production, marketing and distribution of\nlocally produced, fresh food in such communities in New York state.\n 3. Not later than one year after the effective date of this section,\nthe task force shall report to the governor and the legislature on its\nactivities, findings and recommendations.\n * NB Repealed December 31, 2025\n

The commissioner shall convene an\nadvisory group with representatives from agriculture, food access\norganizations, food retailers and economic development agencies to\nidentify strategies and opportunities to expand access for underserved,\nnutritionally deficient urban and rural communities to healthy, locally\nproduced food in New York state, including identifying new and\ninnovative methods to increase the production, marketing and\ndistribution of locally produced, fresh food in such communities in New\nYork state.\n Not later than one year after the effective date of this section, a\nreport shall be delivered by the commissioner to the governor and the\nlegislature on the findings and recommendations of such advisory group.\n * NB Repealed after the report required to this section has been\ndelivered.\n
