§ 15-c. The commissioner, with the approval of the governor, may\naccept as agent of the state any grant, including federal grants, or any\ngift for any of the purposes of this article. Any moneys so received may\nbe expended by the department to develop and promote programs for the\nstudy and treatment of crime and delinquency, education and training of\ninmates, staff improvement, research and evaluation, improvement of\nfacilities, or any other lawful purpose, subject to the same limitations\nas to approval of expenditures and audit as are prescribed for state\nmoneys appropriated for the purpose of this article.\n
