* § 27-2713. Preemption.\n Jurisdiction in all matters pertaining to plastic bag recycling is by\nthis article vested exclusively in the state. Any provision of any local\nlaw or ordinance, or any rule or regulation promulgated thereto,\ngoverning the recycling of plastic bags shall, upon the effective date\nof this title, be preempted. Provided however, nothing in this section\nshall preclude a person from coordinating for recycling or reuse the\ncollection of plastic bags.\n * NB Effective until March 1, 2015\n* § 27-2713.
