§ 702. Most integrated setting coordinating council; organization. 1.\nThe most integrated setting coordinating council is hereby created\nwithin the executive department to have and exercise the functions,\npowers and duties provided by the provisions of this article and any\nother provision of law. The council shall be comprised of the\ncommissioners of: the department of health, the office of mental\nretardation and developmental disabilities, the office of mental health,\nthe department of transportation, the office of children and family\nservices, the office of alcohol and substance abuse services, the\ndepartment of education, and the division of housing and community\nrenewal. In addition, the council shall consist of the director of the\noffice for the aging, a representative from the office of the advocate\nfor persons with disabilities, a representative from the commission on\nquality of care for the mentally disabled, three consumers of services\nfor individuals with disabilities, one to be appointed by the governor,\none to be appointed by the temporary president of the senate, and one to\nbe appointed by the speaker of the assembly, three individuals with\nexpertise in the field of community services for people of all ages with\ndisabilities, one to be appointed by the governor, one to be appointed\nby the temporary president of the senate, and one to be appointed by the\nspeaker of the assembly, and three individuals with expertise in or\nrecipients of services available to senior citizens with disabilities,\none to be appointed by the governor, one to be appointed by the\ntemporary president of the senate, and one to be appointed by the\nspeaker of the assembly.\n 2. The commissioners of the department of health, the office of mental\nhealth, the office of mental retardation and developmental disabilities,\nand the director of the office for the aging shall rotate as chairperson\nof the council on a quarterly basis.\n 3. The council shall meet as necessary to carry out its functions,\npowers and duties, but such meetings shall occur at least once each\nquarter.\n

In addition, the\ncouncil shall consist of the director of the office for the aging, the\nchief disability officer, three consumers of services for individuals\nwith disabilities, one to be appointed by the governor, one to be\nappointed by the temporary president of the senate, and one to be\nappointed by the speaker of the assembly, three individuals with\nexpertise in the field of community services for people of all ages with\ndisabilities, one to be appointed by the governor, one to be appointed\nby the temporary president of the senate, and one to be appointed by the\nspeaker of the assembly, and three individuals with expertise in or\nrecipients of services available to senior citizens with disabilities,\none to be appointed by the governor, one to be appointed by the\ntemporary president of the senate, and one to be appointed by the\nspeaker of the assembly.\n 2. The chief disability officer shall serve as chairperson of the\ncouncil.\n 3. The council shall meet as necessary to carry out its functions,\npowers and duties, but such meetings shall occur at least once each\nquarter.\n
