§ 57. Article limited. 1. This article shall not apply to any of the\nfollowing cities: New York, Binghamton, Schenectady, Elmira, Beacon,\nHornell, Olean and Poughkeepsie.\n 2. This article, with the exception of section fifty-six-a thereof,\nshall not apply to the city of Glens Falls.\n
