§ 23. Project monitoring. The commissioner shall establish such\nprocedures as he deems necessary for monitoring compliance of an\neligible low-income building with the provisions of this article, and\nfor notifying the commissioner of taxation and finance of any such\nnoncompliance of which he becomes aware.\n
