The commissioner, upon approval of the continuing care\nretirement community council, shall approve up to eight fee-for-service\ncontinuing care retirement communities to encourage affordable care\noptions for middle income seniors, up to two of which may be operated by\na for-profit entity.\n * NB There are 2 § 4654's\n
