§ 73-a. Prioritization of emergency services. 1. If, during a\nwidespread prolonged outage that affects at least twenty thousand\ncustomers in the service territory of an electric corporation, and such\ncorporation is not able to restore electric power services within\ntwenty-four hours to any affected police department, fire department,\nambulance service or advanced life support first response service\nfacility that is prewired with an appropriate transfer switch for using\nan alternate generated power source, such electric corporation shall\nnotify the village, town or city in which such facility is located.\n 2. Towns, cities, and villages shall provide to counties, and counties\nshall, to the extent practicable, provide the electric corporations and\nthe division of homeland security and emergency services with a list of\nsuch police departments, fire departments, ambulance services and\nadvanced life support first response services located within such\nmunicipality's territorial boundaries within one year of the effective\ndate of this section, and periodically thereafter as necessary to update\nsuch list.\n 3. For the purposes of this section, "alternate generated power\nsource" shall mean electric generating equipment that is of the capacity\nthat is capable of providing adequate electricity to operate all life\nsafety systems and the basic operations of a police department, fire\ndepartment, ambulance service or advanced life support first response\nservice.\n
