§ 483. Council on children and families; chair. 1. There shall be a\ncouncil on children and families established within the office of\nchildren and family services consisting of the following members: the\nstate commissioner of children and family services, the commissioner of\ntemporary and disability assistance, the commissioner of mental health,\nthe commissioner of mental retardation and developmental disabilities,\nthe commissioner of the office of alcoholism and substance abuse\nservices, the commissioner of education, the director of the office of\nprobation and correctional alternatives, the commissioner of health, the\ncommissioner of the division of criminal justice services, the state\nadvocate for persons with disabilities, the director of the office for\nthe aging, the commissioner of labor, and the chair of the commission on\nquality of care for the mentally disabled. The governor shall designate\nthe chair of the council and the chief executive officer (CEO).\n 2. The chair of the council in consultation with the commissioner of\nthe office of children and family services, shall designate staff from\nthe office of children and family services to work full time in carrying\nout the functions of the council.\n 3. The council may conduct its meetings and, by and through the chair,\nperform its powers and duties notwithstanding the absence of a quorum;\nprovided, however that no action may be taken by the council without the\nconcurrence of the chair.\n
§ 483. Council on children and families. 1. Purpose. There shall be a\ncouncil on children and families, hereinafter referred to in this\narticle as the "council". The council shall act as a neutral,\ncoordinating agency to promote the well-being of children and families\nby convening the state's human services, health, and education agencies\nto develop aligned and comprehensive approaches to serve children and\nfamilies most efficiently and effectively.\n 2. Council establishment. There shall be a council on children and\nfamilies established within the executive department. The council shall\nconvene the following state agency leaders: the commissioner of children\nand family services, the commissioner of temporary and disability\nassistance, the commissioner of mental health, the commissioner for\npeople with developmental disabilities, the commissioner of addiction\nservices and supports, the commissioner of education, the commissioner\nof health, the commissioner of the division of criminal justice\nservices, the executive director of the justice center for the\nprotection of people with special needs, the director of aging, the\ncommissioner of labor, and the executive director of the council on\ndevelopmental disabilities.\n 3. Definitions. As used in this article:\n (a) "Council" shall refer to the council on children and families.\n (b) "Executive director" shall refer to the executive director of the\ncouncil.\n (c) "Member agency" shall refer to the state agencies convened by the\ncouncil identified in subdivision two of this section.\n 4. Executive director; staffing. (a) The governor shall designate the\nexecutive director of the council.\n (b) The executive director shall employ personnel to carry out the\nfunctions of the council.\n 5. Meetings. The council shall meet as often as deemed necessary, by\nthe executive director or the leader of a member agency, but in no event\nless than annually to perform its powers and duties notwithstanding the\nabsence of a quorum.\n
