N.Y. Veterans' Services Law § 12

§ 12. Acceptance of gifts. The department with the approval of the\ngovernor, may accept any gift or grant for any of the purposes of this\narticle. Any moneys so received may be expended by the department to\neffectuate any of the purposes of this article, subject to the same\nlimitations as to authorization, audit and approval as are prescribed\nfor state moneys appropriated for the purposes of this article.\n
