N.Y. Veterans' Services Law § 32

§ 32. Definitions. As used in this article:\n 1. "State agency" shall mean any department, board, bureau, division,\ncommission, council or committee within the executive branch, the state\nuniversity of New York, the city university of New York, and all public\nauthorities under the control of the executive branch.\n 2. "Temporary appointment" shall have the same meaning as provided in\nsection sixty-four of the civil service law.\n 3. "Veteran" means a veteran (a) as defined in section one of this\nchapter, or (b) a member of the New York guard or New York naval militia\nwho was discharged under other than dishonorable conditions, and who was\nreleased from such service after September eleventh, two thousand one.\n 4. "Veteran temporary hiring list" shall mean a hiring list maintained\nby the department of civil service.\n
