N.Y. Veterans' Services Law § 34

§ 34. Department of civil services responsibilities. The department of\ncivil service shall:\n 1. establish and maintain a veteran temporary hiring list, for use by\nstate agencies in the implementation of this article;\n 2. assist state agencies by making available services of the\ndepartment of civil service to facilitate the provisions of this\narticle; and\n 3. establish and maintain, together with the commissioner of the\ndepartment of veterans' services, a program to educate separating\nservice members as to the benefits available to veterans under this\narticle.\n
