* § 140. Workmen's compensation board. The workmen's compensation\nboard in the department of labor is hereby continued. Such board shall\nconsist of thirteen members, at least four of whom shall be attorneys\nand counsellors-at-law duly admitted to practice in this state. The\nmembers of the board shall be appointed by the governor, by and with the\nadvice and consent of the senate. The members next appointed, except to fill a vacancy created\notherwise than by expiration of term, shall be appointed for terms of\nseven years.
