(1) Creation of Committee. There is created a state protest committee, which shall consist of the commissioners of general services and finance and administration, and the treasurer.

(3) If a member is not available to hear a scheduled protest, the member is authorized to appoint a designee to hear the scheduled protest on the member's behalf.
