Tenn. Code Ann. § 53-2-105

(1) For the protection of public health and welfare, and to secure uniformity in the marketing of eggs, the commissioner is authorized to promulgate purchase and retail standards and grades of eggs, consistent with the standards promulgated by the United States department of agriculture, together with rules and regulations to enforce this chapter, not inconsistent with this chapter.

(2) The commissioner shall by regulation provide for minimum plant requirements for facilities, operating procedures, sanitation, candling, handling, storing eggs, and processing eggs, and shall define “candling.”
