(a) After approval and adoption of the state strategic plan by the board, the board may amend the plan at any time in response to technological advancements, changes in legislation, practical experience, or new issues relating to information resources management.
(b) The board shall adopt a revised plan not later than November 1 of each odd-numbered year.
