(1) The Secretary of State shall make accessible for each primary election, presidential primary election, and general election a statewide list of voters who have requested an early voter absentee ballot. The list shall contain the State voter identification number, name, registration address, address the ballot was mailed to, and legislative district of each voter.

(2) Upon receipt of the valid applications, the town clerk shall update the Secretary of State’s statewide list of early or absentee voters by a method approved by the Secretary of State.
