Upon receipt of the envelope containing the marked ballots of an early or absentee voter, the town clerk shall record the fact on the list of early or absentee voters and safely keep the envelope until election day. During the hours that the polls are open, he or she shall deliver the envelope to the presiding officer in the polling place where the early or absentee voter would have voted if he or she had voted in person.
