Vt. Stat. Ann. tit. 18, § 1760

(1) All paint in target housing and child care facilities is presumed to be lead-based unless a lead inspector or lead risk assessor has determined that it is not lead-based. Unsafe work practices include the following, unless specifically authorized by permit by the Department: Removing lead-based paint by: open flame burning or torching;

(2) use of heat guns operated above 1,100 degrees Fahrenheit;

(3) dry scraping;

(4) machine sanding or grinding;

(5) uncontained hydro-blasting or high-pressure washing;

(6) abrasive blasting or sandblasting without containment and high-efficiency particulate exhaust controls;

(7) chemical stripping using methylene chloride products.

(8) Failing to employ one or more of the following lead-safe work practices: limiting access to interior and exterior work areas;

(9) enclosing interior work areas with plastic sheathing or other effective lead dust barrier;

(10) using protective clothing;

(11) misting painted surfaces before disturbing paint;

(12) wetting paint debris before sweeping to limit dust creation;

(13) any other measure required by the Department.
