(1) Eligibility for reimbursement of utility relocation costs incurred for highway projects that advance to the construction phase after the effective date of this act shall be determined in accordance with the standards provided in this chapter.

(2) The reimbursement provisions of this chapter only apply to "utilities," as defined in section 1602 of this title.
