Vt. Stat. Ann. tit. 29, § 1153a

(1) The Secretary of State shall, at each biennial session of the General Assembly, prepare a legislative directory containing appropriate matter. A sufficient number of copies of the directory shall be printed by December 1 of each odd-numbered year and shall be delivered to the State Librarian, who shall deliver: one copy to each town and county clerk; (2) one copy to each elective and appointive State officer; (3) one copy to each member of the General Assembly; (4) one copy to the clerk of each State board; (5) one copy each to Castleton University, each campus of Northern Vermont University, the University of Vermont and State Agricultural College, and Vermont Technical College at Randolph; (6) one copy to each high school and academy library in the State; (7) one copy each to the Secretary and Assistant Secretary of the Senate; (8) one copy each to the Clerk and Assistant Clerks of the House of Representatives; 25 copies to the Secretary of State; and the remaining copies to the Department of Libraries. The State Librarian may sell copies of the legislative directory to the general public and charge a reasonable price. Receipts from such sales shall be deposited in the General Fund.
