Vt. Stat. Ann. tit. 29, § 1154

The State Librarian shall deliver on the second day of the session to the members of the General Assembly who were not members of the last preceding General Assembly, the Clerk and Assistant Clerks of the House of Representatives, the Secretary and Assistant Secretary of the Senate, one copy of the legislative directory prepared for the preceding session of the General Assembly.
