(1) Each elective officer of the Executive Department is entitled to an annual salary as follows:

(3) The Secretary of Administration may include the Director of the Office of Professional Regulation in any pay plans that may be established under the authority of subsection 1020(c) of this title, provided the minimum hiring rate does not fall below a base salary, as of July 7, 2019 of $78,975.00 and as of January 5, 2020 of $80,041.00.
