There is created in the state treasury a public service revolving fund. Regulatory fees payable by all types of public service companies shall be deposited to the credit of the public service revolving fund. Except for expenses payable out of the pipeline safety account, all expense of operation of the Washington utilities and transportation commission shall be payable out of the public service revolving fund. During the 2025-2027 fiscal biennium, moneys in the account may also be transferred into the state general fund. During the 2023-2025 fiscal biennium, the legislature may direct the state treasurer to transfer money in the public service revolving fund to the state general fund.
