In this chapter:

(1m) Reference to any county or municipality means that county or municipality as its boundaries exist on August 1 of the year following the federal decennial census on which the districting plan described under subch. II is based.

(2) Wherever territory is described by geographic boundaries, such boundaries follow the conventions set forth in s. 4.003 .
