An owner may apply for a transition area agreement under this subchapter if the farmland is located in an area identified as a transition area under a certified county agricultural preservation plan under subch. IV . The provisions of this subchapter, except ss. 91.11 (1) (b) and (4) , 91.13 (4) (a) and (10) and 91.15 , apply to agreements under this section. Agreements under this section shall be for not less than 5 nor more than 20 years, consistent with the county agricultural preservation plan.
