For the purpose of this subpart—
(1) Institution of higher education
The term “institution of higher education”, in the case of an institution of higher education with a branch campus, means, at the election of the institution—
(A) a branch campus of the institution; or
(B) the institution.
(2) Public community agency
The term “public community agency” means an established community agency with an established program of instruction such as elementary and secondary schools, Head Start centers, prisons, agencies serving youth, and agencies serving individuals with disabilities, including disabled veterans.
