Section 7002 · Allocation to States

(a)1 From the amount appropriated pursuant to section 7005 of this title in each fiscal year, the Secretary shall award funds to each State having an approved plan under section 7003 of this title as follows:
(1) Amounts below $50,000,000
If the amount made available under subsection (a) of this section for a fiscal year is less than $50,000,000, then the Secretary shall award grants to States, on a competitive basis, taking into account such factors as age and condition of existing school library media collections and the relative economic need of the students to be served.
(2) Amounts equal to or exceeding $50,000,000
If the amount made available under subsection (a) of this section for a fiscal year equals or exceeds $50,000,000, then the Secretary shall allocate to each State an amount which bears the same relationship to such amount as the amount such State received under subchapter II of this chapter for such year bears to the amount all States received under such subchapter for such year.
