In order to facilitate the collection, exchange, and compilation of data and information required by this subchapter, the Secretary is authorized to provide technical assistance to the States. Such assistance may include cost-effective methods for using State and Federal records to which the Secretary has lawful access.
(1) In general
The Secretary and the Secretary of Health and Human Services shall jointly issue regulations regarding the sharing, among public agencies participating in the programs assisted under this subchapter, of the data and information necessary to fulfill the requirements of this subchapter.
(2) Subjects
Such regulations shall ensure—
(A) the availability of information necessary to verify the eligibility of participants and the amount of the incentive bonus payable; and
(B) the maintenance of confidentiality of the information so shared in accordance with Federal and State privacy laws.
