Pub. L. 96–470 substituted provision requiring the Administrator to report to Congress, on or before Feb. 1 of each year, on the administration of this subchapter during the preceding fiscal year for provision requiring the Administrator, the Secretary, and the Secretary of the department in which the Coast Guard is operating to each individually report to Congress, on or before Mar. 1 of each year, with the first report due on or before June 30, 1973, on the administration of this subchapter.
