After ~~March~~ 31, ~~2010,~~ the Secretary of Transportation may not approve an application of the Metropolitan Washington Airports Authority—

After January 31, 2012, the Secretary of Transportation may not approve an application of the Metropolitan Washington Airports Authority—

(1) for an airport development project grant under subchapter I of chapter 471 of this title; or

(2) to impose a passenger facility fee under section 40117 of this title.
