The Servicemembers Civil Relief Act of 2003 suspends or eases civil obligations for active-duty members of the armed forces so that military service does not cost them their homes, credit, insurance, or their day in court: it caps pre-service interest at 6 percent, stays civil proceedings and protects against default judgments, restricts evictions and foreclosures, lets servicemembers terminate residential and vehicle leases, and reinstates lapsed life insurance. It restates the Soldiers’ and Sailors’ Civil Relief Act of 1940, which the courts construed for six decades under the same protective purpose. Codified at 50 U.S.C. §§ 3901–4043 (formerly 50 U.S.C.
