Each commissioner who is not also a state officer shall receive ten dollars ($10) for each day of actual service performed in carrying out his official duties pursuant to the directions of the commission, and each commissioner shall receive his actual and necessary travel expenses incurred in the performance of his official duties in behalf of the commission.
