(A) whether the program results in increased service under this chapter to absent parents of children receiving aid to families with dependent children under part A of title IV of the Social Security Act [42 U.S.C. 601 et seq.] and to recipients of supplemental security income under title XVI of the Social Security Act [42 U.S.C. 1381 et seq.];

Not later than January 1, 1997, the Secretary shall submit a report to the appropriate committees of the Congress on the effectiveness of the incentive bonus program assisted under this subchapter. Such report shall include an analysis of the costs of such program and the results of program activities.
