Pub. L. 91–222 substituted provisions requiring the Secretary of Health, Education, and Welfare, and the Federal Trade Commission, respectively, to transmit a report to Congress, at the prescribed time, concerning current information in the health consequences of smoking, and such recommendations for legislation as he may deem appropriate, and the effectiveness of cigarette labeling, current practices and methods of cigarette advertising and promotion, and such recommendations as it may deem appropriate, for a provision exempting cigarettes for export from the requirements of this chapter. See section 1340 of this title.
